But NALCO seeks to expand in Indonesia

http://www.minesandcommunities.org/article.php?a=10395
Strenuous community efforts to halt bauxite mining proposals by Jindal, one of India's top mining and metals companies, have succeeded - at least for the time being.

Thanks partly to campaigning by Mines, Minerals & People (mm&P), the central government in Delhi has suspended the issuing of new licences in tribal areas of Andhra Pradesh until updated mining regulations are in force.

Jindal's associate in this instance was Rhas Al Khaimah (RAK), the overseas investment arm of the United Arab Emirates, which itself has a partnership with the Andhra Pradesh state government (ANRAK).

RAK is still rushing to complete construction of an alumina refinery in the same region. Just last month it announced that it wanted to secure a port for export purposes.

Meanwhile, there appears to be no stopping the country's state-owned alumininum company, NALCO, from advancing its own interests overseas.

Last week we reported that NALCO is now inviting Indonesian coal companies to offer "captive coal", partly in order to fuel its planned aluminium smelter in East Kalimantan (Indonesian Borneo). See: India's Nalco seeks stakes in Indonesian coal mines.

Little known - even in India - is that Nalco's partner in this US$2.5 billion coal-to-aluminium project is the same RAK that's now told it can't mine bauxite on thirteen mineral leases in Andhra Pradesh.

Indian mines ministry rejected bauxite mining lease to JSW JV

20 September 2010

It is reported that mines ministry has rejected a proposal to allot bauxite mining leases to Jindal South West Limited and ANRAK a state owned company of the United Arab Emirates in the tribal dominated areas of Visakhapatnam and Vizianagaram districts of Andhra Pradesh.

The Centre's decision was communicated by Mr BK Handique mines minister to a delegation of the Samata a voluntary organization fighting against bauxite mining in the region in violation of tribal and environmental laws.

The minister told the delegation that his ministry had rejected the application of the AP Mineral Development Corporation for 13 mining leases for bauxite spread over a total area of 1876 hectares.

A representative of the NGO said the minister had assured them that no fresh licenses would be given now. The matter would be dealt afresh after the Mines Minerals Development Regulation Act comes into force.

This will mean that the government will have to hold fresh public hearings before granting mining leases. The Mines Ministry's decision follows the visit of an experts' team set up by the ministry of environment and forests to the tribal areas in the two coastal districts in July to study the impact of mining on the environment.

The APMDC had entered into agreements with the ANRAK and Jindal South West Limited in 2007 for bauxite mining and setting up of refineries. While the ANRAK has got bauxite mining franchise in Chintapalli and Alumina Refinery project at Makavaripalem in Narasipatnam Division of Visakhapatnam district, Jindal South West Limited has bagged an Alumina Refinery near Srungavarapukota in Vizianagaram district and has the franchise to mine bauxite from Araku area.

Ram Singh, Mohammed Sabir, Haseena and Asma have many things in common. Hailing from different states around Delhi, they have come to the national capital in search of a decent life; all of them are trying to sustain their families by doing odd jobs. And, their children are missing.
As the desperate parents meet at the office of the Bachpan Bachao Andolan (BBA), an NGO run by Nobel laureate Kailash Satyarthi, they share their grief and console each other. They can only hope and pray that their children don’t end up as mere statistics in government records.
Data tabled at the Lok Sabha recently revealed that in the past three years, more than 22,000 children went missing in Delhi. 9,000 are yet to be traced.
Every year, more than 7,000 children go missing and 1,500 of them remain untraced in Delhi, the second highest in the country after Maharashtra. Many of them are never found.
Activists say that most of the missing children are trafficked by organised gangs which push them into a life of bonded labour in big cities or in Gulf countries. Girls are mostly forced into prostitution, many of them sent to villages with poor sex ratio and married off to men twice their age.

According to NGOs such as BBA, Delhi is fast emerging as the hub of children trafficking and gangs mostly target children from lower income groups as both parents go out for work, leaving the minors alone and vulnerable.
Ram Singh, a factory worker in Sohna, Gurgaon, said he has scoured all possible places -- railway stations, bus stops, temples, mosques -- looking for his 11-year-old son Ankit who disappeared on April 3.
“He took my permission to go out with friends but never returned. I lodged a police complaint but till now I haven’t received any relief. Every morning I go out looking for my son. I hope, one day I will return home with him,” Singh said.
In Haryana, more than 3,700 children have remained untraced in the past three years and like Singh, most of the victims are workers who have come to Delhi in search of a livelihood. Singh said he has spent over Rs one lakh searching his son and doesn’t have any other source of income as he has stopped going to the factory he was working.
Like Singh, there are other parents who have stopped going to work in order to find their children.
Activists say Delhi Police’s investigations into missing children are not serious, leading to a rise in the number of untraced children.
“Police in Delhi and from neighbouring states…most of the time they just go to shelter homes and look for missing children. Ideally, they should look for organised gangs who are involved in child trafficking,” said Rakesh Senger, programme coordinator of BBA.
Delhi Police claim that if the missing children are above 12 years of age, there are chances that they may have run away from their homes.
Activists, however, don’t agree.

“Children from Delhi are often taken to Punjab and western UP to work in agriculture field. In cases where we have managed to track children, this was the trend. In cases of girls, they are pushed into prostitution,” said Senger.
Delhi Police, who have rescued and reunited 1,680 children with their families since January 2015, say they visit observation homes to reunite the children.
“We have managed to reunite 900 children this year and 789 last year. We visit children homes and counsel them to get their addresses. We then coordinate through details given by them. If we get information on child labour or any organised gang, we do act on that,” said RS Yadav, joint commissioner of police (crime branch).
Besides trafficking, the rate of crime -- incident per lakh population -- against children is also the highest in Delhi.
According to statistics available with the National Crime Records Bureau (NCRB), 132 children in one lakh faced some kind of crime in 2013 while the rate of crime in 2012 in Delhi was 75 per lakh population.
Most of the cases are registered for abduction and rape.
Police said border areas like Aman Vihar, Shahbad Dairy, Nangloi and Jehangirpuri areas are the most vulnerable for children.

Case studies
Nazir (11)
On the morning of May 10, Nazir, like any other day left for school, which is just a few metres away from his house. When he didn’t return till 5 pm, his father – Mohammed Sabir sent his wife to look for him. She went to the school but was told Nazir didn’t come to school.
“We then started searching for him. I called my relatives and during first few hours we concentrated on the nearby areas. Apart from lodging a police complaint, we searched every possible area. His friends told me that he had come to school but school authorities refused. Usually I go to pick him up but that day I didn’t, which I regret the most,” said Sabir.
Nazir is the only son of Sabir, who is a street vendor. “Apart from stations, I went to Nizamuddin, Jama Masjid, Red Fort and even Narela to look for him. My wife will not be able to survive without him. I just want my child back,” he added.
Mohammed Saddam (four-and-a-half)
Saddam’s mother Haseena came to Delhi about five months ago in search of a job. She works as a domestic help, four houses a day. On the morning of May 10, Saddam went out to answer nature’s call while Haseena was sleeping. He hasn’t returned till date.
“I thought he went out to play so I started my routine work. It was only in the evening, I found that he hasn’t returned. I am new to Delhi and don’t know many person,” she said.

Haseena, (left) mother of four-and-a-half year- old Mohd Saddam, and Asma, mother of Mohd Jariz (8), who had gone missing from Dwarka, New Delhi (Ravi Choudhary/HT Photo)

Haseena, a native of Begusarai, Bihar, barely manages to speak. “When I came to Delhi, I didn’t know this would happen to my child. Now, even if I want to return, I won’t be able to without getting back my son. He is everything to me,” she added.
She lives in a small home in Dwarka sector 1 and has stopped working ever since her son went missing.
Mohammed Jariz (8)
Asma, mother of Jariz, is the elder sister of Haseena. They are neighbours and it was Asma, who suggested Haseena to come to Delhi for work. Now, both have met with the same fate, their only children are missing and they have no idea where they are.
“I don’t know whether they (Jariz and Saddam) have gone together or not, but there have been such cases in my locality earlier too. I have borrowed money from my relatives to look for my son. I hope he is fine wherever he is. I have approached the police and NGO to look for my child,” she said.
Jariz also went missing on May 10 morning but it is not clear whether both went together or not. She has got a poster prepared and have pasted it at railway stations to get the clue of her missing son.

Ex-Indian football captain claims widespread sexual exploitation in book

Former Indian football captain Sona Chaudhary, who claims to have played for India between 1995 and 1998, has alleged that women players of her era were subjected to sexual exploitation by officials in a new book, which by her own admission is a partly fictional account.
Sona has made the allegations in her book titled ‘Game in Game’, which is written in Hindi.
The former captain, whose credentials have not yet been verified by the All India Football Federation (AIFF), claims that she has been witness to exploitation of players even though she herself never went through the ordeal.
Presenting a dark picture through her lead character Manvi Singh, who rises from the confines of an orphanage to be a national level footballer but dies in the end due to exploitation at the hands of sports officials.
The former player claims she has changed the names of the players, respecting their privacy.
In the beginning of the book, she has described a junior player’s first-hand experience of sexual exploitation at the hands of officials.
She writes that a manager of the team asked one of the senior players, described as didi (sister), to come with him alone.
Sona writes that the junior player found the manager trying to force himself on her senior in a guest house, where the team was staying.
Further in the story, Sona mentions about lack of quality food for players during the 1989 National Championship in Maharashtra even as the officials enjoyed sumptuous food.
Manvi, who was leading the Uttar Pradesh team, led a protest and eventually managed to get quality food for the players during the tournament.
She also writes about a team manager trying to get an unfit girl into the national team.
Sona claims that the incident related to physical intimacy between an Indian player with another woman during one of the team’s foreign tours was a true one.
“We were on the tour of Bangladesh, a girl of our age spent lot of time with one of the sponsors’ daughter. We spent about 15 days there and kept meeting sponsors. A player of our team and that daughter of the sponsor developed a close friendship.”
“I don’t know what to name that or how to describe that. In my understanding it was love. That way it unfolded before me, I had somehow accepted it but it was difficult to explain or expect that others would understand it without judging,” she writes in the book.
Writing about another incident related to sexual exploitation of a footballer from Himachal Pradesh during National Games in Pune, Sona has written how the Secretary of state team “called the player on the pretext of a press conference and sexually exploited her”.
When fellow players asked the victim to lodge a police complaint, she refused, fearing it may end her career as her parents will never allow her to play the game again.
It has also been claimed in the book that the manager of the team would travel with two girls, who were not officials, during tours.

This is a world divided by blood – red or silver.

The Reds are commoners, ruled by a Silver elite in possession of god-like superpowers. And to Mare Barrow, a seventeen-year-old Red girl from the poverty-stricken Stilts, it seems like nothing will ever change.

That is, until she finds herself working in the Silver Palace. Here, surrounded by the people she hates the most, Mare discovers that, despite her red blood, she possesses a deadly power of her own. One that threatens to destroy the balance of power.

Fearful of Mare’s potential, the Silvers hide her in plain view, declaring her a long-lost Silver princess, now engaged to a Silver prince. Despite knowing that one misstep would mean her death, Mare works silently to help the Red Guard, a militant resistance group, and bring down the Silver regime.

But this is a world of betrayal and lies, and Mare has entered a dangerous dance – Reds against Silvers, prince against prince, and Mare against her own heart.

Red Queen is a young adult fantasy novel written by Victoria Aveyard. [1] The author'sdebut novel,[2] it was published in February 2015. [3] The second part of the novel is namedGlass Sword. [4] It won the 2015 Goodreads Choice Award for Debut Goodreads Author and was nominated for the 2015 Goodreads Choice Award for Young Adult Fantasy & Science Fiction.[5]

Plot[edit]

Mare Barrow is a Red who lives with her parents and a younger sister, Gisa; her three older brothers, Bree, Tramy, and Shade, are currently serving in the front line of a war fought between the northern Kingdom of Lakeland and the Barrow's homeland, the Kingdom of Norta, currently ruled by King Tiberias Calore VI, a Silver with supernatural powers that allow him and the rest of the Silvers--who also have supernatural powers--to rule over the more numerous Reds. When she learns that her best friend, Kilorn Warren, will be conscripted, she plans an escape and meets with a colleague who directs her to Farley, a captain of the Scarlet Guard, insurgents composed of Reds who want to bring equality between their people and the Silvers. Farley demands a sum of money in exchange for Kilorn's escape.
A plan to steal from a Silver with Gisa goes horribly wrong when they are caught; the Silvers break Gisa's hand as a punishment, leaving her unable to support the family. During her attempt to steal at a tavern, Mare meets with Cal, a handsome teen who listens to her problems and takes her home while also giving her money. The next day, Mare is taken to the king's local residence and realizes that Cal is Tiberias Calore VI's son, Prince Tiberias Calore VII, who wants to protect her from conscription. During the Queenstrial, where certain Silver nobility compete for Cal's hand, Mare displays electrokinetic powers against Cal's eventual bride, Evangeline Samos. She is captured, but because the king fears of an uprising should a Red be discovered to have supernatural powers, Mare is made a bride of Tiberias' second son, the shy Maven, given the name Mareena Titanos, and a cover story: the daughter of a Silver general who was adopted by the Reds in the war zone.
Suddenly having to live as a noble within the king's ranks, Mare slowly acquaints herself with Maven and Cal while also befriending Julian Jacos, Cal's uncle and a librarian who teaches her how to control her powers, and Lucas Samos, Evangeline's cousin and a security guard. Mare is permitted to say goodbye to her family by Cal and learns the return of Bree and Tramy, but not Shade, who was beheaded by the enemies. Kilorn also promises that he will join the Scarlet Guard. Eventually, Mare reunites with Farley to discuss the next step of the organisation's plan and is surprised when Maven joins in. The plan involves disrupting a royal ball and killing several important Silvers, but ends up killing many innocent Silvers due to a bomb exploding. Though the rebels are able to be freed thanks to Julian's help, Mare is disturbed when she learns that Farley did not design the bomb.
Due to the attack of the Scarlet Guard, the Reds are punished by the Silvers with the lowering of the age of conscription from 17 to 15; Mare herself is ordered to broadcast the new law. Julian confesses that his research concludes that Mare is neither Red nor Silver, but stronger than them; Shade was too, which was why he was killed. Another meeting with Farley in a free zone that the Silvers have been keeping out from leads Mare, through Maven's suggestion, to infiltrate the king's residence in the capital, Archeon. There, the rebels, through the underground-roaming Undertrains, stake an invasion, following Mare tricking Cal. Cal takes notice and attempts to arrest her, but in the palace, it is revealed that Maven has been manipulating Mare all the time, as he is in league with his mother, Queen Elara, who forces Cal into killing his father, thus branding him and Mare traitors while allowing Maven to become king.
Lucas is executed for his part in the rebellion. Mare and Cal would have too, if not for the arrival of the Scarlet Guard. Mare and Cal battle their former sparring partners, including Evangeline, and manage to kill a few before they retreat. The two then escape with the Undertrain before Maven gets them. Inside it, Mare meets with Farley, Kilorn, and, to her shock, Shade, who has been faking his death and is also a part of the Scarlet Guard. Taking notice of Cal to calm down, Mare vows to take revenge against Maven.[6]

Characters[edit]

  • Mare Barrow: The main protagonist, the 16-year-old Mare is a Red, but the discovery that she holds supernatural powers causes many to try to vie for her allegiance. She holds tremendous electrokinetic powers, which she uses to either absorb or release lightning.
  • Tiberias "Cal "Calore VII: The eldest son and heir of King Tiberias Calore VI through his first wife, Coriane Jacos. Though he is engaged to Evangeline, he is in love with Mare, a fact that she uses to further her goals in the Scarlet Guard. His Silver powers allow him to manipulate fire.
  • Maven Calore: King Tiberias VI' second son through his second wife, Elara Merandus, and thus Cal's half-brother. He is shy, but Mare's sudden engagement with him makes him open up. Like Cal and his father, Maven holds pyrokinetic powers.
  • Farley: A captain of the Scarlet Guard who leads them in the campaigns against the Silvers. She is strongly dedicated to her cause.
  • Tiberias Calore VI: The current king of Norta who has married twice, producing two sons: Cal and Maven. He holds the ability to manipulate fire, which he passed to both of his sons.
  • Elara Merandus: The mysterious and sadistic current queen of Norta and the mother of Maven. Mare dislikes her since the very start of their meeting. She is able to read and manipulate people with the ability known as Whispering.
  • Julian Jacos: A royal librarian and the brother of Cal's mother, Coriane, making him his uncle. He is the last known person to hold the power of the House Jacos: being able to control people through his voice.
  • Evangeline Samos: A haughty girl who is made Cal's fiancée after being declared the best of the aspiring princesses. She holds a grudge against Mare, particularly after the latter humiliates her by expending her electrokinesis and repelling her magnetic manipulation, a trait of the House Samos.
  • Kilorn Warren: Mare's best friend and an apprentice of fishing. Mare seems content to eventually become his wife, until her engagement with Maven makes them drift apart. The attempt to spare him of conscription is the catalyst of much of the novel's plot.
  • Lucas Samos: Evangeline's cousin who like her holds the power of magnetic manipulation. He is one of the few Silvers whom Mare befriends and trusts with uncertainty.
  • Rane Arven: The instructor for the Silver Elites who has the ability to negate the powers of other people.
  • Ptolemus Samos: Evangeline's older brother. Like her, he is able to use magnetic manipulation.
  • Sara Skonos: An acquaintance of Julian who works as a nurse with her ability to heal people. She seems to know the truth behind the death of Cal's mother, Queen Coriane, and Elara thus punished her by mutilating her tongue, making her mute.
  • Tristan: Farley's loyal right-hand man in the Scarlet Guard.
  • Walsh: A member of the Scarlet Guard who is about the same age as Mare.
  • Gisa Barrow: Mare's younger sister who works as an apprentice for a seamstress, until her broken hand terminates her from the job.
  • Mare's other family members consist of a war-weary father, a homemaker mother, and three older brothers: the hunky but unperceptive Bree, the sycophantic Tramy, and the lean but smart Shade. Out of the three, Mare is the closest to Shade, who is only a year older than her.

Reception[edit]

Red Queen has been generally well received. The Guardian gave the novel four stars. [7] Vilma Gonzalez of USA Today described the novel positively, revealing that "Aveyard’s compelling debut is richly imagined, addictive, chilling and suspenseful. She breathes new life into her own unique Game of Thrones story enlivened by exciting, character-driven plot twists that have me clamoring for more. This scintillating tale of betrayals and blood-spattered crowns is not to be missed." [8]
However, Grand Forks Herald's Cassidy Anderson stated "Ultimately, this book was over-hyped. It's still a fun read as long as you are not looking for anything with a lot of depth or meaning to it." [9] The Christian Science Monitor described the book as a dystopian novel. [10]
Kirkus Reviews saw "An inventive, character-driven twist breathes new life into tired fantasy trends."[11]
Publishers Weekly found "There’s an unmistakable feeling of deja vu to this first installment in the Red Queen trilogy, which shares several plot points and similarities with the Hunger Games series, ... Fortunately, Aveyard’s conclusion leaves the story poised to depart from this derivative setup."[12]
Common Sense Media wrote "With its courageous protagonist, action-packed plot, and romantic possibilities, Red Queen is a winning series start for fantasy and dystopia lovers."[13]
